Medvedev diz que escudo antimíssil na Lituânia é ‘inaceitável’

O presidente russo advertiu, esta segunda-feira, George W. Bush de que a instalação de elementos de um escudo antimíssil americano na Lituânia seria "inaceitável", por ser uma ameaça directa à sua segurança.
 

O presidente da Rússia Dmitri Medvedev advertiu o presidente George W. Bush de que seria ‘inaceitável’ a instalação de um escudo antimíssil na Lituânia, segundo afirmou o seu conselheiro diplomático Sergueï Prikhodko, à margem da cimeira do G8 no Japão.

«O Presidente russo expressou abertamente as suas sérias inquietações a propósito de informações na imprensa sobre as conversações entre os EUA e a Lituânia, sobre a possível instalação de bases antimísseis», disse Prikhodko.

 

Um perito do Departamento de Estado americano, John Rood, esteve na Lituânia, em Junho,  para averiguar se Vílnius aceitaria que os EUA instalassem interceptores no âmbito do seu projecto de escudo antimíssil.

 

Assim, a Rússia opõe-se à instalação deste escudo antimíssil na Europa central e de leste, considerando-o uma ameaça directa à sua segurança

France seeks to "shake up" ESA, official says

The BBC (7/1, McGrath) reported, "The French take over the rotating presidency of the European Union on 1 July and are planning to make space policy a key area for reform." A "senior official involved in French space policy" speaking to the BBC stated that "it was time to shake up the European Space Agency (ESA) and make it more like the U.S. space agency," but Alan Cooper, "European space policy implementation manager with ESA" said, "If you want the European space program to have the same impact, it will need a higher profile and the investment to match those goals." The unnamed French official said, "People are very much attached to the Esa which we understand. But this attachment translates into keeping the status quo... we think that Europe now needs political support otherwise the Chinese or the Indians will overtake us."

U.S. spy satellites tracking movements of Iraqi army.

The Los Angeles Times (7/2, Miller) reports, "Caught off guard by recent Iraqi military operations, the United States is using spy satellites that ordinarily are trained on adversaries to monitor the movements of the American-backed Iraqi army, current and former U.S. officials say." The Times adds that this "stepped-up surveillance reflects breakdowns in trust and coordination between the two forces. Officials said it was part of an expanded intelligence effort launched after American commanders were surprised by the timing of the Iraqi army's violent push into Basra three months ago." According to "[m]ilitary officials and experts,...the move showed concern by U.S. commanders about whether their Iraqi counterparts would follow U.S. guidance or keep their coalition partners fully informed." However, "the development was also seen as a sign the Iraqi army has reached a level of independence and competence that U.S. military planners had hoped it would achieve." A "former military official" tells the Times, "The bad news is we're spying on Iraqis. ... The good news is that we have to."

EU opens bidding on Galileo system.

Space News (7/1, de Selding) reported, "The European Commission on July 1 issued a request for industry to bid on the Galileo satellite navigation system, confirming that non-European Union subcontractors will be barred from bidding except in 'exceptional circumstances.'" Companies have until August 7 to indicate their interest, with final contracts awarded in June 2009. "The commission made clear that it is managing Galileo under commission rules of value for money...But prime contracts for five of the six main work packages will be limited to companies established in the 27-nation European Union." The sixth package deals with the rockets to launch the Galileo satellites, and according to the request this could be done from a site not in the EU. Otherwise, Galileo contractors "will be limited 'to natural or legal persons established in one of the member states of the European Union,'" according to the commission.

 

AFP (7/1) noted, "Galileo's €3.4-billion ($5.4-billion) budget has been divided into six segments with contracts for satellites, launchers, computer programs, ground stations, control stations and the system's operation." The decision on the contracts "will be decided by the commission and the European Space Agency."

 

The BBC (7/1) added, "The commission's partner, the European Space Agency, will run the procurement contest with the aim of Galileo being fully operational by 2013." According to the article, "Some €3 billion have been set aside by finance ministers for Galileo through to 2013, although a spokesman...said that the procurement process...should cost no more than €2.1 billion." The work packages have "strict rules governing how much work can go to each company and how much of that work must then be sub-contracted to partners," and the BBC adds, "Some of the big aerospace and telecom concerns in Europe and the U.S. are sure to participate."
